SET UP BY OUR COMPANY TO GENERATE 100% CLEAN ELECTRICITY FOR MEETING OWN POWER
REQUIREMENTS AND OF THE STATE. IN
DEREGULATED ELECTRICITY MARKETS THAT ALLOW OPEN ACCESS TO THE GRID, AND THE
CAPTIVE POWER PLANTS ARE ALSO SOME TIMES INSTALLED BY ENERGY INTENSIVE
INDUSTRIES IN ORDER TO WEATHER SHORT TERM MARKET UNCERTAINTIES, VOLATILITY,
UNRELIABLE POWER SUPPLY SYSTEMS AND HIGHER INDUSTRIAL TARIFF. IN INDIA IN THE
LAST YEARS, THE INSTALLED CAPACITY OF THE CAPTIVE POWER AUGMENTATION PLANTS
HAS GROWN AT A FASTER RATE COMPARED TO
THE UTILITIES. ONLY IN 2002, GUJARAT HAD 2.44 GW INSTALLED CAPACITY OF CAPTIVE
POWER PLANTS, WHICH REPRESENT ALMOST 22% OF THE TOTAL INSTALLED CAPACITY. THE
FACTORS WHICH CAUSED THE CAPTIVE POWER PLANTS GROWTH AT A FASTER RATE COMPARED
TO THE UTILITIES ARE UNRELIABLE POWER SUPPLY BY THE UTILITIES, POOR QUALITY OF
POWER, HIGHER INDUSTRIAL TARIFF, AND LOWER INTERNAL TRANSACTION COSTS FOR
RUNNING CAPTIVE POWER PLANTS. NEVER THE LESS CAPTIVE POWER PLANTS ARE WITHIN
THE PREVIEW OF REGULATION UNDER SECTION 9 OF THE ELECTRICITY ACT 2003 AND
ELECTRICITY RULES 2005. INCREASED EFFICIENCY OF POWER PLANTS ARE NOW A DAYS
MASKED BY DETERIORATING QUALITY OF THE COAL USED. HIGHER INDUSTRIAL ELECTRICITY
TARIFF IS DUE TO THE CROSS SUBSIDISATION POLICY AS WELL AS LOWER QUALITY /
INCONSISTENCY OF ELECTRICITY SUPPLY FROM THE GRID REALISED A SCENARIO OF
INCREASING NUMBER OF SMALLER ELECTRICITY GENERATING PLANTS FOR INDUSTRIAL USE.
THE MAJOR INDUSTRIES SUCH AS CHEMICALS, METALS, CEMENTS, PAPER AND FERTILIZERS
MEET A CEASABLE DEMAND OF ELECTRICITY FROM THEIR OWN CAPTIVE POWER PLANTS.
INDIAN FIRMS CHOOSE TO SET UP THEIR OWN ELECTRICITY GENERATION TO HEDGE AGAINST

FACING SHORTAGE OF ELECTRICITY, AND THE CAPTIVE POWER PLANTS OF AAKAASH/PAATAAL
BIZEELI ARE ALSO A MEANS TO COPE WITH UNRELIABLE POWER SUPPLY SYSTEMS AND
HIGHER INDUSTRIAL TARIFF BY ENCOURAGING DECENTRALISED GENERATION AND PRIVATE
PARTICIPATION.

FROM POWER DEFICIENCY AND BUREAUCRATIC UTILITIES. BECAUSE, NO LICENCE IS
REQUIRED FOR ESTABLISHING, OPERATION AND MAINTENANCE OF A CAPTIVE POWER
AUGMENTATION PLANTS IN SIDE ANY INDUSTRY, AND THE RE [RENEWABLE ENERGY]
OBLIGATION HAS NOT BEEN IMPOSED UPON SUCH CAPTIVE PLANTS OWNERS.
THE SURPLUS CAPACITY OF POWER CAN
BE KEPT ON SUPPLYING TO 33KV OR 11KV POWER GRID CONTINUOUSLY AS THE GRID
INTER-CONNECTIONS FOR CAPTIVE POWER AUGMENTATION PLANTS ARE TO REMAIN
FACILITATED AS PER SECTION 30 OF THE ACT. THIS IS DONE ON PRIORITY BASIS TO
ENABLE SYNCHRONISED CAPTIVE GENERATION TO BECOME AVAILABLE AS DISTRIBUTED
GENERATION ALONG THE GRID ON DETERMINED POWER TARIFF FIXED UP BY THE REGULATORY
COMMISSION.

POLLUTION CONTROL BOARD AND MINISTRY OF FOREST.
THIS OBLIGATION WILL BE FULFILLED AS PER REQUIREMENTS.

COMPANIES, KEY PARAMETERS LIKE EXCHANGE RATE AND TARIFFS SHOW A CONSIDERABLE
IMPACT ON THE FINANCIAL VIABILITY OR BANKABILITY OF THE PROJECT. DELAY IN THE
CONSTRUCTION AND COMMENCEMENT OF THE PROJECT IS ALSO ONE OF THE FACTORS THAT

INFRASTRUCTURE DEVELOPMENT ROADBLOCKS. AUTOMATIC TARIFF INCREASES, REDUCTION OF
AGGREGATE TECHNICAL AND COMMERCIAL LOSSES AND TIMELY PAYMENT OF SUBSIDIES BY
GOVERNMENTS TO THEIR RESPECTIVE DISCOMS, ARE AMONG THE STEPS THAT CAN HELP IN
